This match is interesting because it can be a tough fight for both opponents. In a nutshell, Akuma can run away from Balrog throughout the match because his
teleport is so fast, but if Balrog catches him, he's dead meat because he has the lowest vitality of any character in the game. It can become a game of catch and mouse, but still equally intense for both players.
What does Akuma need to do in order to win?
In my experience so far, Akuma has to run away from Balrog and try to frustrate him into losing. He can play a hit and run style and Balrog is basically forced to chase him the entire match because Akuma's teleport is so fast that he's able to easily teleport out of trouble. Even if Balrog has him knocked down in the corner, Akuma can just do a wakeup teleport and be out of there.
Akuma can essentially just throw Air Fireballs from across the screen and teleport either forward or backwards when Balrog gets too close for comfort. He can also jump in with a block string and then cancel into a backwards teleport and if he has a life lead, force Balrog to come after him.
If Balrog chases him, this can mean good news for Akuma because it's very frustrating for Balrog because he has no Fireball and no really fast way to get across the screen. Impatient Balrogs have a tendency to get hit by a lot of Fireballs when chasing him and give up minor chunks of damage that start to add up to a lot after a short while.
Eventually, if Akuma keeps it up long enough, Balrog will lose by timeout or will make enough mistakes for Akuma to catch him with a Raging Demon or other big opening. This is a very effective strategy because it takes advantage of most players' impatience.
